This is caused by the "Sound menu". Please look at
the top of
ChurchBells and see the menu called "Sound". You will want to
click on
Sound, All Bells.
Some confusion about this is resolved in the latest version of
ChurchBells.

ChurchBells to the latest version here.
ChurchBells is also used by Visually Impaired (Blind) people. It
is a nice
way to tell time by sound. The sound menu is a convenient way for
them
to quickly turn off the tunes, leaving just the hourly chimes, or even
to
replace the chimes with speaking the hour on the hour. This is
nice for
them but for a bell tower it is not what you want. You can use
the Sound
menu to undo changes left by someone messing with the sound menu.
